Slip on Flange Tolerance Calculation - Loose Fit on Pipe?

I am calculating the tolerances for a 1/2" slip on flange used on 1/2" pipe. I end up with what seems like a fairly significant amount of play in the assembly if the flange would run its maximum size and the pipe would run its smallest size. I calculate about 0.100 of an inch of play. Is this typical?

That's just about the only reason that a slip-on flange is valuable...
