Slow graphics movement

I recently updated DraftSight to V1R5 x64 from the previous version. Moving objects around the screen or panning the screen seemed to slow down.
I changed video devices from integrated Intel HD Graphics to a dedicated ATI Firepro V5800 card. And now it's worse. Panning stutters and jerks around. Very difficult to use.
Do I have to uninstall/reinstall DS to use the new graphics card properly? Are there any settings I can check/change? I would think that a dedicated graphics card (even one that's 3 years old) would be better than integrated graphics.

Hi:
If you are installing a new G.Card (ATI Firepro)You have to disabled the integrated graphics on the motherboard setup.
This may result in an system incompatibility in your machine.
Also check if the drivers of the ATI Firepro are are the last version and properly installed.

I did disable the integrated graphics in the bios. The setting is set to PCI-e only.
And I had downloaded the latest AMD (ATI) graphics drivers before installing the card.

I am wondering if the Pentium G2020 is a powerful enough cpu. When I simply move the mouse (without panning) within the drawing pane the cpu usage goes to 60-70%. That doesn't seem right. Moving the mouse anywhere else on my screen doesn't cause cpu usage like that.
When I was using DS V1_R4 I don't remember having this issue (and I was using the integrated graphics).
Any thoughts?

I put a new CPU in (i5-3470), and it gave the same results - choppy graphic movement (even with a blank drawing) with a high cpu usage as previously stated.

I uninstalled V1R5.1 and installed V1R4.0. Now everything is smooth as it used to be (and should be).

So my conclusion is that there is something wrong with V1R5.
