SO2 Line Clogging

We have a recurring situation in our Selenium roaster, we feed SO2 to reduce selenium. The SO2 that we're using is a liquid cylinder SO2. We use a steam vaporizer to vaporize liquid SO2. Now the problem is that SO2 line always clogging. What could have cause this?

What is MOC of the transport line? Can't a sample of the plugging agent be analyzed?
 
Is the steam at a higher pressure than SO2 in the vaporiser? If so, could steam be leaking into the SO2 side of the vaporiser( through a broken vaporiser tube or tube-tubesheet joint??), making the now wet SO2 very corrosive to the downstream piping ? Ask for a hydrotest of the vaporiser.
