That process is called "nesting".
You will probably get a copy of something suitable when you buy a sheet metal cutting machine, like a plasma or laser cutter.
The software often includes means to keep track of your inventory, sheet by sheet, and can nest on partial sheets if you use it rigorously, to the exclusion of any other inventory controls. ... so I doubt that anyone actually uses that feature.
You can get nesting/patterning software independent of a machine, too.
Bring your wallet, and be prepared for an aggravating learning curve.
