Software suggestions for Standard Operating Procedures 1

I am looking for suggestions on what software is available for creating and managing Standard Operating Procedures. I'm working on a project for a non-profit organization where I have created an inaugural SOP in MS Word, however it needs to be converted to an online platform that is user and budget friendly. Any suggestions?

Save SOPs as PDFs and use a basic webpage to navigate them.
 
Look at a Wiki. They typically provide access controls and version and auditing tracking.
 
I'm with MBaroni.

The best alternative IMO would be a (free) Content Management System like Joomla. They do still require some knowledge as to how such a system works.
