Good evening.

When authors say "..the complete stance phase of gait was simulated using (quasi-static) soils consolidation analysis of the Abaqus software",
which kind of Step they are referring to in ABAQUS CAE? "Soils, Steady-state"? Or "Soils-Transient consolidation?"? Ore something else?

Basically yes, steady-state soils analysis ignores transient effects in wetting liquid (assumes constant velocity and amount of fluid). These time-dependent effects are necessary in consolidation analyses and hence the use of transient (quasi-static) soils step.

Try reducing initial time increment and enabling automatic stabilization in step settings. Make sure that the mesh is not too coarse and contact is properly defined. Maybe use different type of contact.
