I do not know much about 3DEXPERIENCE.
What is the difference between classic SW and 3DEXPERIENCE SolidWorks?

You're not alone. I was at 3DExperience World two weeks ago. It was one of the most common questions I heard.
My understanding is, it's an add-on, but cloud based features.
If you have ITAR products you can't use it. They are coming out with a version this year or next year that can deal with ITAR.

It's a software to purchase and download that runs in conjunction with SW.
