Solution vs. Soft anneal

Can someone explain to me the difference between solution and soft annealed heat treatment processes?

We have a customer that requires material that meets AMS5599G which states Solution annealed. Our vendor who supplies us the raw materials is sending us material to ASM5599G with an exception to the Heat treatment as soft annealed.

625 has two distinct anneals. A solution anneal is hot enough to dissolve the carbides. The lower temp anneal provides full strain relief but leave the carbides intact and results in higher strength.
Neither on is right or wrong, it depends on the application.
In either case the type of anneal and strength must meet the spec.
You can't take exceptions to parts of specs. Either you meet the entire spec of you don't.
Are there classes or types in AMS 5599G where some are solution annealed and some are not? If not then this material simply does not meet the spec.

Solution annealing is performed between 2000-2200 °F for this alloy, and soft annealing at 1700-1900 °F. Solution annealing dissolves more of the intermetallic particles and carbides than soft annealing, which is mainly to remove the effects of cold working. More information is available from Special Metals, which produces INCONEL® alloy 625 according to SAE AMS5599G.

 
Thank you for the explaination. This has given me a better understanding of the annealing processes and helps alot in my decision on the disposition of this material.
