I'm trying to understand why these kind of things happens in my country.
A 22 story building the supposed to be designed with ACI-318/95 Code but instead it was underdesigned to maximize the constructor gains.
In those moment that constructor, the construction manager and the designer have their houses as jail.
Designer and reviser of designs both lose their profesional card.

I'm trying to understand why these kind of things happens in my country.

They happen in all countries, not just yours... there is a small percentage of humans who value their profit margin over an increased risk to human life. These people will cut corners to improve their bottom line with the hope they will be long gone before anything bad happens.
