Special Inspection for Embedded anchor bolts...Where?

I've read the 2007 CBC sections 1704, 1705, 1707, 1708 and have yet to find the actual requirement for special inspection of anchor bolts in hardened concrete.

I understand why it is required, just can't find the actual requirement - I feel 1709 Structural Observation would be more appropriate, however, the building dept. is asking for a Statement of Special Inspection for this single item.

I've also read up on the Title 24 part 10 requirement for bolts, but only mentioned for masonry walls...not hardened concrete (foundations). Anyone know where the actual requirement is stated?

If you look in IBC section 1704.3.3 you should find what you need. I am looking at a '03 version but it should be consistent in the newer ones as well. Hope this helps.
