What are the requirements for special inspections of high strength bolts?

Read section 1704 of the International Building Code, the bolting provisions of AISC 360 and publications of the Research Council on Structural Connections....therein lies your answer.
 
I'm curious if something changed I was reading IBC 2010 Chapter 22 section 2205.2 states bolting "special inspection of the installation of high-strength bolts shall be provided where required by section 1705." In section 1705 I was not able to find anything for special inspections for bolts.
 
IBC 2009 refers to 1704 not 1705. Not sure what 2010 is as I was only aware of 2009 and 2012 versions of IBC. Does a 2010 even exist?

The IBC is published every three years. The first edition was published in 2000. The latest edition is the 2012 one. So, JAE is correct; IBC-10 does not exist.

The 2012 IBC Section 2204.2 (not 2205.2) refers to Section 1705 for special inspection of HSBs. Section 1705.2.1 directs one to AISC 360 (360-10) for special inspection of structural steel (structural steel welding and HSBs). Chapter N covers QC and QA. Special inspection tasks are considered QA. Tables N5.6-1 through N5.6-3 covers inspection tasks which are to be performed prior to, during, and after bolting. In previous editions of the IBC, Section 1704.3 contained special inspections tasks for steel (welding and bolting). Table 1704.3 had a column for applicable sections from referenced standards like the RCSC spec for HSBs.
