Special Moment Resisting Frames Column-Beam Connection

Just want to ask. In Special Moment Resisting Frames in steel, is it required to put moment connections in every strong axis column and beam intersection? Or it depends on the structural engineer's discretion? Lets say, I want some intersection of the column and beam, even in the direction of the strong axis, to be shear connected?

Is this sample plan feasible?

Another question. Is fixed baseplate connection required for SMRF system? Or is it allowed to be pinned?
Just curious about it. Many thanks!

You do not have to have frames in every bay, but you will need frames in both directions.
 
Thank you gte447f. In base plate connections, is it required for them to be fixed when using SMRF or not?
