To my opinion suitable steel for this application is A-516 Gr. 60 or A-516 Gr. 70 (Pressure Vessel Plates, Carbon Steel, Moderate and Lower Temp. Service).
(ASME Part A - Ferrous Material Spec. ; Table A1.15)
I hope it helps.

Temperature is not the only consideration. As temperature reduces there is a risk that the material will fail due to brittle fracture. This also depends on thickness and the amount of stress in the component.

In carbon steel there is sudden transition as temperature decreases, the steels toughness drops dramatically, making it very brittle. This occurs at about – 40 (degrees C or F) with good quality steel. Welding is likely to raise this temperature by 10 or 20 degrees, unless nickel additions are used in the filler metal.

There is a beginners guide to brittle fracture on

which you may find of interest
