Are we free to use Wood, Steel, Concrete, or Composites?

I would say the easiest is to just cantilever all the stairs off a central pole and design the pole for the cantilever loads all around. You can simplify and conservatively design for just two or three steps loaded on one side, as that is likely your critical loading (we've all carried grand pianos up spiral staircases, haven't we?). This is a simplification of course. If you're going for spiral stringers, there's a simplified method. If you do a spiral in an fem program, your restraints will either save you or kill you, and you will probably never know which.

If you are asking this level of question, buy a pre-cut, pre-assembled staircase. They are very, very difficult and expensive to "design-your-first".
