Can anybody help? Im trying to replicate a spline in Catia. Ideally Im just after some software (free) to take the data and export to dxf. The info I have is;

number of teeth: 28
pitch: 24/48
pressure angle: 45
base dia: 20.95393 ref
pitch dia: 29.63334 ref
major dia: 31.47 max
form dia: 30.76
minor diam: 29.1338/29.0068

circular space width
max actual: 2.219
min effective: 2.150

gauge pin dia: 2.032
between pins dia: 26.939

Can anybody help?

I can help you by providing a DXF but I'm not prepared to provide my time for-free.

Actually I was looking for software recommendations not free time.

RJRoberts-

CATIA already has the capability to model an accurate 2D parametric involute spline profile using the sketch workbench. There are many tutorial videos available online that provide step-by-step instructions on how to do it. Once you have the 2D sketch you can export a .dxf file from CATIA.

If your time is valuable and you only need the task performed this one time, then there are lots of people who will provide the .dxf file for a reasonable price. If you are going to use the .dxf file for manufacturing purposes I would highly recommend this approach. Paying an experienced person to do this work will ensure it is done correctly. Your machining vendor won't check the accuracy of the CAD model provided, and it can get expensive scrapping parts manufactured based on a CAD model that was flawed.
