Does Split Flange need to design as per MDMT of vessel?

Please specify the design code allowing the use of split flanges for a particular MDMT.

Design Code : ASME sec8 Div 1
Split Flange designed as per App.2

But my concern is do we have to apply the MDMT on it as its just to hold the blind cover on flange where no process media comes in contact with it.(If process media govern MDMT)
While in case if the atmospheric temperature is your governing MDMT than Split flange affect with that temperature..
