-What's the grade being welded?
-What's the nominal composition of the base metal as per the MTR, especially "C" and "Cr"
-What's the welding process, and welding consumables used?
-What's the Interpass Temperature maintained during welding and heat input applied?

Appreciate your response.

The only PWHT that will eliminate your problem is solution annealing. There are a number of measures to mitigate sensitization; e.g., selection of low carbon grades, extra low carbon grades, Ti/Nb stabilized grades, rapid cooling techniques. Additionally provide answer Pradip's questions.
