The scope of SSPC - SP2 is "to remove loose detrimental foreign matter from steel substrates". We have galvanized steel so the contractor is required to remove all loose mill scale, loose rust, paint... The contractor is not required to treat the entire surface?

Should verify the work contract for the actual work scope.
The SSPC-SP2 is for the specific cleaning requirement of the steel object surface, and get it ready for the coating application. It won't be nice if the cleaning only covered half of the steel surface, not the whole piece. Right?
 
Yes the entire surface is required to be treated to SP2 but the SP2 standard may not require work be done on the entire surface. If the surface doesn't have loose rust it doesn't get work. If you want the entire surface to be treated you should consider a standard such SP7 or SP11. Those two standards are produce the lowest amount of conditioning but require it over the entire surface.
 
SSPC SP-2 is not the standard for Galvanized Steel. So it doesn't mean that all galvanized surface need to be applied with SP-2 and there is no meaning. If roughness is the requirement you may go for SSPC SP16. Or, only if there are some bare spots or rust, you can go for SSPC SP-2.
