staggered splices in ACI 350

My question is regarding the wording/description in ACI 350 12.15.2.

It says:
"Also, in nonprestressed circular tanks designed for hoop tension, splices in hoop reinforcement shall be Class B and the location of splices shall be staggered. Adjacent hoop reinforcement splices shall be staggered horizontally (center of lap below to center of lap above) by not less than one lap length nor 3 ft, and shall not coincide in vertical arrays more frequently than every third bar."

My source of confusion is the "every third bar" part... the way I'm interpreting that is to mean every other splice is to be shifted over by either a splice length or 3 ft. Is that correct?

That would be my take on it - you have a position 1 splice, a position 2 splice and a position 3 splice that are offset from each other. Then you start over with a position 1, 2, etc.

Sheesh...it took me about 12 tries to get those lines set halfway right. I guess a linked sketch would have been easier.
