I have always used as a rule of thumb for bending 2 x material thickness. Is that the norm?

Typically 1x for thinner mild steel, 1.5x for anything above 12ga, 2x for hard steel or other metals.

Also depends heavily on available tooling. I like to check what bending tools are on hand and stick with those. Especially important if making difficult bends that may require specialized tooling (e.g. gooseneck).
