I am carrying out research in to standard and diaphragm grommets for European markets.

My question is, are there standard metric drill/punch diameters in Europe and the UK?

Thank you

I'd ask a manufacturer/supplier like this one first:

They may know what the standards are. Note that the diaphragm type are often called "Blind".

A good collection of standard holes sizes are included in ISO 273 Fasteners -- Clearance holes for bolts and screws.

You can look at drill manufacturer catalogs to see standard products. Emuge, OSG, Kennametal, and Sandvik have a lot of information.

Or you can look at a Zeus book or similar.
