Do you know the standard value of illuminance inside an auto repair workhouse?
And which IEC standard shows illuminance values?

I can't answer either of your questions. But in North America I use Illuminating Engineering Society RPs (Recommended Practices). Their standards are sold at a reasonable price. Can't say if, or which RP covers your area of interest.

No, IEC standards govern, and local codes from Romania.
 
This may not be of too much help to you, but the Illumination Engineering Society of North America recommends an average illuminance of 30 footcandles (roughly 323 lux) for a space involving "motor and equipment observation."
