Standby Power for an Elevator 4 Story Condo

I have a question regarding the 2004 ASME A17.1 Code. Do I need a generator to power a hydraulic elevator if a power failure occurs or can it just be with a battery lowering device. A17.1 Section 2.27.2.2 indicates "operate one time" with a rated load. Can someone please clarify this constantly changing requirement. Currently I am using IBC 2006. Any tips will be greatly appreciated.
