Can anyone provide a reference that clearly identifies what states do NOT require a professional engineer to earn professional development hours as a requirement of licensure? I know that Massachusetts does not require PDHs, but I don't know how many other states waive this requirement as well. Any insights?

That is the reason I started my post with "I looked into this really thoroughly for New Mexico ... ". Everyone needs to be very careful about trying to extrapolate from one state to another. The survey that jistre pointed us to above is a vivid example of exactly how scattered the rules are by state.

In New York State the engineers that are employed by the state government are unionized. When the PDH requirements were being drafted, the union argued that their membership should not be required to pay for these continuing education credits, and asked the state to foot the bill. The state didn't want to pay for it either, so they granted them an exemption from these requirements. The rest of us (myself included) are obligated by law to earn PDHs. This is not, in my opinion, the proper way to handle this. The state should lead by example, not exempt themselves from their own rules.
