Static Head Calculation

Because it's required by the Code.
UG-22, loadings of Section VIII Div. 1 requires that static head in both the operating and test condition be accounted for. For water the factor is .433 psi per foot.
 
Also, to add to what A clark stated, the vessel does not "know" if the pressure it is subjected to arises from the "working pressure" or the static head of operating fluid. All the little bit of pressure boundary material knows is that it is subjected to a certain pressure arising from the combined effect of the static head + working pressure.
