What is technically a modulating steam trap? Bucket?
And what is considered a constant flow trap? Float Traps or modified Float traps or neither?

Modulating and Constant flow should be the same thing when considering steam traps. Certain types of traps will work as on/off (disc or often called thermodynamic traps), or modulating (float & thermostatic). Bucket type traps can work both on/off and modulating depending on the flow coming into them. Thermostatic type of traps are usually modulating but some are designed as on/off.

All traps should shut off when there is no condensate.

All traps will stay open when there is condensate.
