Hello I am studying for my PE Civil Structural Exam. I was wondering for this question why would you not use the yielding formula from
AISC 360-16 F.10:

Tbh when I first did this question I also thought the solution was similar to what Celt drew. I think it was bad question overall

Interestingly seems the previous iteration of this problem had the correct solution: eng-tips thread

I think this was meant as a “gotcha” problem and perhaps it “got” the solution writer this go around.

What is the goal of NCEES by providing an answer that is 10% less conservative?

Previously, the answer to that question used a moment arm of 4". And I'm talking about the solution prior to the one Celt posted.
