Three story moment frame building built under the 1979 UBC. Most of the weld access holes are flame cut, quite large, and quite UGLY. Building is in Washington State. Anyone remember what the requirements relating to weld access holes were back in 1979 +/-?? Was UGLY the norm back in the day?

You are not going to find this in the UBC or even the 1980 AISC red book. You will have to look to other AISC publications, probably steel fabrication related, or the DWS manual.

In the high rise I participated in back in 1980, we never considered this detail in the drawings as far as I remember.

You could check out this string in the forums:

AWS 5.17 about Welding Access Hole

I used the search function above and typed in "Weld access holes".

In thinking further about this, I am wondering ie you are running into a situation that is far more prevalent in bridge structures than buildings.
