Any good references to estimate steel fabrication labor costs (for example cutting, coping, and welding beam W12x14 to another beam W12x14)? Thanks.

It's tough to say, you don't provide much information as to what you want.

Here in New York City, structural steel for bridges - material, fabrication, delivery, & erection - runs about $2~$2.50 per pound.

If you're just looking to cut, cope, and weld two beams, it's about two hours work; just apply a labor rate.
 
I was a SE and then became a GM of a steel Fabricating Company. I don't know what you are going to use the info for, but you need to possibly contact a fabricator in your area. There are many different factors that effect the price of steel.
