steel flat bar production line

i am planning to build a steel flat bar production line of capacity 20 Tons/day.
the plant uses scrap steel as raw material to produce flat bars of different sizes.
what are the suitable machinery and process stages for such line ?

Just my two cents, but the complexity of producing a quality finished product from scrap metal seems to be somewhat underestimated in the way your question is posed.
