Stellite 6 followed by Stellite 1

I noticed that one specification for a slide valve in a product coke line of a fluid coker it was recommended that the hardfacing be made of Stellite 6 followed by Stellite 1. Why do you suppose that was recommended?

Also, does anyone have experience with the carburization resistance of Stellite? Operating temperature is close to 1100 F.
 
I have seen intermediate layers used for overlay, but 6 is so hard to start with I don't know why you would use it.
The high Co alloys have very good resistance to Carb.
