Stiffness of a torsional bar attached on either side of a plate

I have a square plate with 1 torsion bar on each side.The torsion bar is completely constrained to a wall. I have to find out the natural frequency along the axis of the bar. I just want to know that if there are two torsion bars as mentioned,are they considered to be in series or parallel?
please help
