Storage of empty chemical drums

I understand that many standards required empty drums of hazardous chemicals to be triple rinse along with other requirements before being transported. However, what about if your are just storing empty drums. Do these drums need to meet a certain standard? do they need to be triple rinsed, labels removed, marked empty? These empty 55 gallon drums contained various chemicals from acetone,DCM, IPA to name a few.

Are the drums to be reused or scrapped?Why would you want to triple rinse an empty acetone tank if it is to be scrapped? You are allowed to have no more than 1" of residue if the drum is considered empty. If these drums are to scrapped to a metal reclaimer just squash them with a bucket loader and store them oa metal bin protected from rain.
