Storage Racks-Seismic design?

According to ASCE 7-05, Section 15.5.3, steel storage racks shall be designed for seismic. Are there any exceptions for smaller shelves/racks less than 8 ft high, or supporting a certain weight. I can't seem to find any exceptions.

However, the 2002 RMI Spec, Section 1.4.8 does mention "Small Installations". Does this state that racks under 12ft do not have to be designed for seismic?
