I'd chock it up to those NOT being recloser events but some other thing like swinging wires or tree-sway. The ground fault actually didn't look very big. Maybe 20 or 30kW so line protection might not have gotten involved at all.
Maybe a very short reclaim timer on the recloser? Since the fault took ~8 seconds to clear each time, a reclaim timer of 7 or fewer seconds would force the relay to see this as many separate reclose events instead of part of a single series. We use a longer reclaim timer, but we have had trouble with circuits reclosing several times during storms when an intermittent fault takes more than 30 seconds to reoccur.
I have seen five re-closures.
Three short time closures to clear birds, rodents and tree branches.
Two additional longer time closures to allow a fuse to open on a shorted distribution transformer.
I agree. This doesn't fit that pattern either.

A large number of reclosing attempts presented in this video is unusual and dangerous for life safety and potential equipment damage.
There is a trend in the power utility industry to reduce the numbers of reclosing to 2 or 3 reclosing attempts. Notice that survey below, no utility reported 4 attempts.
