i am involved in a job in installing new MSV skid (2 already existing) where 16" bulk header is extended for a length of 15m. Will the pipe needs to be stress analysed? Design temp. 82 deg C. Rating 600#

Probably not, but if you're asking the question then you need someone with experience in piping design and engineering to make the call. How is it supported, what is the design pressure (xx0# ratings disappeared in the 1970's), etc etc. If something goes wrong, you need to consider what your testimony to the judge will be.

Find out if the skid has hold-down clamps, some kind of anchor bolts, or will be tack welded to a deck, etc.

Uhhh... The ASME B31.3 Code requires ALL lines to undergo a flexibility analysis, period, unless the situation meets a couple of very unusual guidelines, which are listed. Now, the analysis may consist of a 'qualified professional' rendering a judgment that no analysis is needed, but that in itself consists of a flexibility analysis. The Code is clear on what constitutes a qualified professional.

It is not correct to say a priori that this line, or any line for that matter, does not need a stress analysis.

Not sure what Code your system is under, but you better check that out first. Pete
