rbrez,

Do a google search on "pressure vessel PRC" or something like that and select the shop closes to your vessel location. PWHT for 20' diameter vessel is nothing special so you should'nt have any problem. The problem is communicating with the shop!

You had also better carefully review any shop PWHT procedures, and have a detailed traveler for the work. Don't take anything for granted - I heard of some serious code-related problems with fabrication shops in China. If necessary, hire someone to baby sit this job.

In line with the above advice here is one company that maybe be able to help you on the Chinese end. I have an acquaintance that is using them for some container shipments but hasn't received the shipments to verify that they did their job. If I understood him there are several firms that do this type inspection and verification work.
I would imagine that if this type work isn't under their umbrella they would know someone who can do the work.

rbrez,
I may help. Tell me what standard you want for the stress releas, ASME or local standard. Only this stress release or you want this PV to be fabricated there?

The vessel is already being manufacutured in the China area. We just want to stress relief it to about the 1200 degree F temp for a few hours. Any advise would be appreciated.

Well you mentioned Republic of China in your post, do you mean the tank is in Taiwan?

hi rbrez,
i need to know where the vessel is so that i can recomend you a company.

The vessel will be built in Tongxiang just outside of Shanghai.

The China company said the tank is too big to be transported to its site.

if the shop has sufficient electrical supply then the stress releiving company should be able to bring their machines & enough chicklets to the shop to stress releive it there. this is normal practice in the US.

if there is sufficient time you may want to locate a company capable of mobilizing the required equipment and ship it over there.

We have an on site gas fire going on right now, on a 22' diameter vessel. While they're not doing this job, Cooperheat is one company with such capabilities, and they have an international presence.

Better off to do the work in the USA eventho. it may be costlier. Better QC, product liability insurance and communication (better spoken Enlish). Also read about catastrophees of Chinese products in ASME bulletins.
