What exactly is the material? Code of construction?

Further Information on Mr Suhail's question:

Material: Alloy Steel Seamless Tube (SA213 T11) Dia 31.8mm x 3mm w.t.
Job: Replacement of Superheater Tubes
Construction Code: ASME Sec 1/ ASME B31.1 (Power Piping)

In this case, no PWHT is necessary based on wall thickness.
