stress relieving, thickness difference, minimum thickness 1

1}as per our requirement head had to be cold formed and had to be stress relieved but vendor provided hot formed head and said stress relieving not required .
P no.1 & Group.1 hot forming temperature 600 to 900.
All I want to know is which part of code proves about this.
Kindly help me to know more about code.

2}I would also like to know maximum thickness difference between flange and nozzle neck that can be welded beveling to required minimum thickness. (as per code)

3}As per UG-16 minimum required thickness for pressure retaining components is 1.5 mm excluding corrosion allowance is this valid for vessels containing hydro carbons, also what should be minimum thickness for internal plates we use excluding corossion.(As per code)

since I am very much new to design and trying my best to understand code requirements , expect help of all experienced person ,

UG-79 FORMING PRESSURE PARTS
(a) Limits are provided on cold working of all carbon
and low alloy steels, nonferrous alloys, high alloy steels,
and ferritic steels with tensile properties enhanced by
heat treatment [see UCS-79(d), UHA-44(a), UNF-79(a),
and UHT-79(a)(1)]. Forming strains or extreme fiber elongation
shall be determined by the equations in
Table UG-79-1.

The designer determines the applicability of corrosion allowance. This is based on materials of construction and known or determined process corrosion rate. Internal plates are not pressure retaining and can be designed using other approaches or Section VIII, Div 1 as a guide.

I have read above mentioned section's to find my answers,
1)but I couldn't find requirements for hot formed carbon steel heads in the sections mentioned above.
2)same for thickness difference acceptable between flange hub and nozzle neck that can be welded without beveling.

I am just asking for some clarifications on topics for which I am not getting a clear picture from code, when I m trying to find the answer
