Your building looks like a fairly standard PEMB, probably manufactured by Garco per the drawings. The missing pad and pier are probably similar to what is shown on the right side of the building except larger.

You will have to determine the loads and/or forces on that pad/pier and thus the dimensions. Your cross section appears to show a grade beam foundation around the building but may not show the actual required pad sizes.

that pad looks like it would have a combination of a retaining wall and the pedestal on it

but the section cut in red is only through the pad

so id imagine you showing the 3x2.5 rectangle with 5 5/8s bar both way top and bottom

and retaining wall starter bars coming out

possible showing of retaining wall foundation bars being tied into pad (if at same lvl)

middle tie beam rectangle 1.5' horizontal from drawing not sure of other dimensions (maybe 1' deep if inbetween slab)
reinforce with bars and stirrups

side ground beam is like tie beam not sure of dimensions not stated on drawings could
be more beefy since supported gable end columns

red circles section is taken at what seems to be an opening in the building
and there is a separate section on same gridline not under the door

thank you for that markup. It makes a lot of sence. My only other question is: why two of the steps(run) wider than the other two.
 
Likely based on the slope of the outside grade.

Rather than think climate change and the corona virus as science, think of it as the wrath of God. Feel any better?

dik got it, but even that lends more weight and intent to my sketch than I intended. I was just eyeballing the slope and trying to make a general point, which is this:

1) The side footings will step down in some way; and also:
2) The lower wall also retains earth.

 
Did you look at the responses in your former post a month ago with the same question?
