Hello,
I am trying to learn more about structural integrity assessment as part of a reliability initiative in our firm. The focus is on mining and oil and gas plants. I am looking for any advice on good books, codes, references as well as any training courses that you think would helpful.

If you are saying you have no experience with condition assessment of structures, then I do not recommend reading a book as a reference. I recommend getting a mentor who is experienced in structural assessment - and maybe using condition assessment books as a reference when you are experienced enough.

FWIW, I believe the OP was referring to a very specific (but vague) code requirement.... not the general concept of condition assessment of existing structures.

Kurt Gustafson put together a report for ASCE or AISC or such titled "Meeting the 2009 IBC Structural Integrity Requirements". Section 1614.1 through 1614.4, of the IBC were the code references.

I don't want to re-post it here because I'm guessing that what I have is a draft copy not intended for publication. But, you might google it to see if you can get the final copy. I found it to be a good, useful document on the subject. Breaking the code provisions and exceptions down using easy to understand figures and diagrams. Granted, I didn't really need it for work. I just wanted to understand what folks were talking about when they used those buzz words "Structural Integrity".
