structural integrity of perimeter beams.

should the perimeter grade beams follow the same structural integrity requirement stipulated by ACI 318?

In general, I would be inclined to say yes but it somewhat depends on the function of the grade beams. What functions do your grade beams perform?

1) Support of wall/facade loads?

2) Ironing out differential settlement between piles?

3) Seismic lateral ties?
 
the whole building will sit on grade beams btw piles or pile caps to support different bearing walls. I am thinking they should but then the splices will be mile long which I don't like.
 
Is your market tolerant of mechanical splices?
 
yeah. I know we can couplers. just want to see if I missed a waiver in the code.
