Fair to poor, it depends.
It is nearly 100% recyclable. And it does have a very long service life.
I have seen the energy input required for steelmaking from scrap to be 10-25% of making virgin steel. It depends on how it is done and what the final product is.
The energy tied up in making steel in the first place is large, and today there is no way around that.
Some mills are more efficient and cleaner than others.
