Studded outlet flange material

Hello ,
I'm having trouble undertanding which material can I use for Flat Flanges witout hub regarding Appendix 2 ou UG-14.
so my question is very simple : Can I use flat plate for theses flanges like studded outlet shown on thoses attachements
(flane on btm head , anf flange on top head)

Studded outlet like that shown in sketch can be made from plate material without meeting the requirements of Appendix 20.
It is interesting for to know, how you design it in accordance with Appendix 2, as I see Appendix 2 does not cover such studded outlet.
Please share the design method you have adopted.
UG-14 talks about rolled or forged bars, if you are using bar material, in my opinion studded outlets may be made from bar per UG-14(a). UG-14(b) puts limitations on certain pressure parts if exceeds NPS 4 in size and prohibits to use bar material for some components.
So summary, is you can use both plate and bar material for studded outlets., my opinion only.

I am working on the R-Stamp Job,

Client requires to increase the Internal bore of the Studded outlet from 50mm to 66mm and to add a 6in studded outlet.
I believe this will be categories as Alteration under NBIC code due to addition of new opening and modification in contour of the pressure retaining part ?

Now this studded outlets are welded on one of U bend of loop reactor.

My questions are,

1) Studded Outlet could be designed as Loose Ring Reverse Geometry under Appendix – 2 to justify the alteration calculations ?
2) Hydrotest will be required for this as per NBIC code ?

Urgent responses will be appreciated.
