Sub assembly isn't the same units as the top level but it is?

I created a new assembly, added sub assemblies and tried making a sub assy a work part and got the units error. Ok. So I go into the sub assy change the units, go back to the top level, and still have the issue.

Alrighty...so I delete the top level, open the sub assy I wanted, and changed the units to metric in units manager. Then created a new top level part, changed its units, and added back the sub assy. Still the same issue. This issue presents itself with any individual part within the sub assy as well(Even when making said part the displayed part and changing the units that way).

Is there somewhere else I should be changing the units at or am I way off here?

The units manager will allow you to specify which units you want to use for input (e.g. sketch dims) or output (e.g. measurement results display), but it does NOT change the base units of the part. The base units of the part are chosen in the file -> new dialog. The only way to change the base units of a part is to use the external utility that ships with NX (ug_convert_part). To see the base units of the current parts, you can use menu -> information -> part -> loaded parts or menu -> information -> assemblies -> list components. There are probably other ways to get the unit info, but those are the 2 that I use most often.

You can't change the base units of part file, once it has been created. It can be converted using the external utility, but the results may not be what you expect, particularly if the files converted contained parametric and feature-based models.

NX has either metric or Imperial( name ? ) parts. ( see the 2 posts before this ) These parts can be mixed freely in your assemblies.
the only limitation is that you cannot have the Displayed Part in one unit and the Work Part the other unit.
But, the below does work without any issues. Same goes with drawings, the model can be one unit and the drawing can be the other. no problem.

Assembly [Imperial] The Displayed Part
|-Subassembly [Metric]
|-Piece part [Imperial] The Work Part

The Units of the WP and the DP must be the same, but if you instead edit by "Open in window" there is no limitation, the units can be different.
