1.What do "W&L" and "AGVWR" stand for in the above image?
2. What is the unit for tire size?

I'm not a bridge guy but I'll hazard some guesses:

W&L = Vehicle Weight and Carried Load.
AGVWR = Allowable Gross Vehicle Weight Rating.
Tire size = mm.
 
So is the 1.16 or 1.25 allowable overloading factor, and is the 1.25 a factor that’s allowable but requires engineer to verify?
