Are there any commerical cooling fin design software to determine optimal fin topology, dimensions of the fins and spacing between the fins and number of fins) for natural and forced convection cases?
I have looked up online not able to find any.

The fins usaally i see use rectangular cross section. Can any one explain me the rationale from a Heat transfer standpoint.

Thanks

Of course I can. I can do anything. I can do absolutely anything. I'm an expert!
There is a homework forum hosted by engineering.com:

Square fins on tubing had found use in economizers for coal fired units, in that they are easier to clean with sootblowers than spiral wound fins ( original product called "senior green"). Double tubes finned with square fins in an "H" pattern have recently found application in small HRSG's ( behind recip engines) due to their inhernet stiffness, freedom from vibration failure, and ability to space supports on 3 m centers.

There is a short discussion on the optimum topology for extended fins in chapter 16 of "Process Heat Transfer" by DQ Kern.

Chapter 16 also includes finned heat transfer, pressure drop for both transverse and longitudinal fins of both rectangular and triangular cross section.
