Suitable materials for making Keel Washers

I'm doing a project for college where one of the tasks is to investigate a range of suitable materials to make a Keel Washer. I've been given an obsolete spec to work from which is DTD625. This spec is a rubber hose for use with mineral oil and aviation fuel. The current spec is BS 2F 67. So far I've had no luck in finding anything suitable. Are there other materials suitable for this task? Any help will be much appreciated.

How will you know when you've found a material that's suitable? E.g., it will be labeled 'suitable for keel washers'? Or somebody here will tell you? Sorry, it doesn't work that way.
