Superceded FEMA regulations

I am not sure as to what FEMA documnts I should be conversant with for new building design. Is there a priority in the FEMA regs e.g. Can I use 450 alone or do I need to refer to other FEMA documents as well e.g. 302, 350, 357 etc. Some of the FEMA documents appear to have the same content but with different FEMA numbers,

The versions I have are FEMA 222A and 223A (1994 version), FEMA 302 and 303 (1997 version) and FEMA 450-1 and 450-2 (2003 version). Just like building codes, these documents get "updated" periodically.

Latest should be used unless a local jurisdiction specifically adopted a particular section from the previous versions.
