PFC could cause overvoltage at transformer terminals and saturation of transformer core. This means there is a possibility of resonance between capacitive reactance of PFC and the inductive reactance of the transformer. Hence, it doesn't seem to be a good idea.
If there is no incomer breaker on 415V side of transformer and closure of 11kV breaker energises the transformer alongwith load on secondary, the proposed arrangement probably could work.

Thank you for your answer.
Do you know any standard where I can find some indications? Regarding this and also regarding protection issues..
